“I was on the way from the interview to where I live, and I just saw this guy in a wheelchair sitting in the middle of the road in the distance. He broke down or the motor was gone. I thought it must have been.

“I first came to help him, but he shouted at me, so I resigned.

“There was traffic behind him, so I thought he must have been stuck in the middle of the road for some reason.

“I approached and noticed that he was waiting for his fish and chips at 11:30 in the morning.

Williams said he was “rugged” in the man’s actions. He said at least 10 cars were jammed in the line.
