The hospitality industry warns that a stricter hierarchy system introduced at the end of the UK blockade will “ruin Christmas” in struggling restaurants, hotels and pubs.

Pubs and restaurants are limited to takeaway and delivery services in the highest risk Tier 3 areas, with stricter rules prior to permitting meals. Mixing at home is prohibited indoors in the second and tier.

The new measures will take effect after December 2, when the blockade of England ends. Prime Minister Boris Johnson confirmed on Monday afternoon that the new restrictions would be stricter than they were before the blockade. Other countries in the UK have different rules.

UK Hospitality, a lobby group, said restrictions on mixed households would have the greatest impact on the industry’s bottom line.

“This is effectively a blockade for Tier 3 companies and even more purgatory for companies facing even more stringent restrictions at Tier 2,” the UK Hospitality said in a statement. “These damaging measures, rather than saving Christmas, will ruin Christmas for the hospitality business and its customers.”

According to a UK Hospitality survey, 94% of hospitality businesses will be in the red by March and many will be infeasible under the UK’s previous Tier 3 restrictions. For Tier 2, it was 76%.

Prior to the second UK blockade on November 5, there were 7,440 pubs and 4,010 restaurants in the Tier 3 area, according to real estate adviser Altus Group. More than half of all UK pubs were in Tier 2 or Tier 3 areas before the blockade.

Hospitality industry executives said they were angry with the government for unfairly targeting the sector and the low level of financial support compared to the previous blockade.

Paul Crossman, a pub campaigner who owns three pubs in York, said his pub, which doesn’t serve meals, probably both second and third, despite the expected mitigation if home mixing is banned. Manchester Mayor Andy Burnham says many hospitality companies cannot survive the UK’s enhanced phased management system.

He told the BBC Radio 4 Today program: “Closing all hospitality businesses in the Tier 3 area, which occupies most of the north, would have a devastating impact on many of these businesses. They can’t survive it.”
