The government will make a “new deal” for the tenants

  • The Tenant Reform Bill will provide the biggest one-generation change in the Tenant Act, improving the conditions and rights of millions of people in the private, socially rented sector.

The government will make the biggest change to tenant legislation in a generation, improving the lives of millions of tenants, raising standards in the private-socially hired sector, and fulfilling the government’s mission to raise the level of the country.

The New Deal will be implemented for 4.4 million private rental households across the UK, extending the Decent Homes standard to the privately rented sector for the first time. These reforms will build on the government’s already made progress in this area, ensuring that all tenants have access to safe, high-quality housing, equalizing opportunities for the 21% of private tenants currently living in homes of unacceptable standards.

The new measures will also protect tenants by fulfilling a manifest obligation. Social tenants

The Social Housing Bill will continue to reform the government in response to the Grenfell Tower fire as we approach the fifth anniversary of the tragedy. It follows from the Building Safety Act and last year’s Fire Safety Act. The Social Housing Regulation Bill will create a sustainable regulatory framework that will raise social housing standards, assist tenants, and hold the regulator accountable to social housing owners.

It will be:

  • Establish new, tougher regulations for better social housing by helping tenants hold low-quality landlords accountable.
  • Give regulators more power to take action if they see social homeowner failures.
  • Expect social homeowners to put tenants’ concerns at the heart of what they do by effectively engaging residents so that no one has to live in non-standard social housing.
  • Provide greater transparency to tenants on how their landlord operates, how their homes are managed, and who is responsible for maintaining health and safety requirements.
  • Strengthen the social regulation of the social housing sector, increase the protection of tenants’ homes, and support continued investment in new social housing supplies.

The government also introduced the Equality and Rebirth bill today, which will expand opportunities for prosperity, transform cities and communities throughout the United Kingdom. This includes a substantial package of measures to revitalize high streets, rehabilitate city centers, and provide high quality housing to communities. It will provide the legal basis for the government’s large-scale proposals to expand opportunities, boost productivity, and boost local pride.
