Welcome a holistic and integrated approach to tackling terrorism and protecting those at risk

Thank you, Mr. President. And for convening us today, consistent with the President’s personal leadership on security, including the creation of Accra’s initiative, and his ECOWAS strong defense of democratic values ​​in the region. appreciate.

Furthermore, Your Excellency, you have joined us from COP27 this morning. This is a reminder that climate is a multiplying threat, another challenge to peace and security in Africa and around the world. I would like to thank the Under-Secretary-General and the person in charge of the briefing today. He would like to raise three points to contribute to today’s discussion.

First, we welcome and support today’s call for a holistic response to terrorism. An integrated approach to tackling situations that give rise to terrorism while protecting those most at risk. We welcome the work of the Accra Initiative to address the security situation and enhance regional security and intelligence cooperation.

As the UK, we are working with the Government of Ghana to consider how best to support the Accra initiative.

We also work with journalists to promote moderate voices and limit the spread of violence, including terrorism. We also help communities manage their land more effectively and withstand the challenges of climate shocks in areas threatened by violent extremist groups.

And Mr. President, we cannot ignore the destabilizing role the Wagner Group is playing in this region. They are the engine of conflict and exploit natural resources wherever they operate.

Whatever the question, Wagner is not the answer.

Second, in the fight against terrorism, violating human rights and international law is counterproductive.

The Council has consistently emphasized that the fight against terrorism must comply with international human rights and humanitarian law.

Our experience is that putting respect for human rights at the heart of counter-terrorism campaigns and working closely with civil society strengthens their effectiveness, counter-radicalization and building resilient communities. And this fight will only succeed with the meaningful participation of women, who are often disproportionately affected by terrorism.

Third, terrorism and violent extremism are transnational problems that require a coordinated international response.

We have heard a lot this morning about the important role of the Accra Initiative, ECOWAS, AU and many other regional organizations. I also join others in emphasizing the importance of the United Nations system. Carry out the mandates agreed upon by this Council, including provisions on human rights monitoring of the United Nations as well as the Counter-Terrorism Service.
