Shocking new surveillance footage obtained by Fox 8 shows Jabbar driving a white Ford F-150 Lightning EV down Canal Street.
The truck veered onto Bourbon Street, passing a NOLA police vehicle and plowing into a crowd of pedestrians.
After mowing down the revelers, he got out of his car and began firing, only to be shot himself by police. The ordeal is being investigated as a terrorist attack.
EV trucks are particularly deadly weapons due to their large height and weight, as well as their ability to accelerate from 0 to 60 mph in 3.8 seconds.
New Orleans police said a mechanical barricade installed at the intersection was malfunctioning and they had placed additional barricades and police cars on a portion of Bourbon Street in preparation for the holiday.
“We knew these were malfunctioning. So, yes, there was a plan, but the terrorists foiled the plan,” Superintendent Ann Kirkpatrick said.
“This particular terrorist drove onto the sidewalk and evaded a difficult target. There were cars there, there was a fence, there were police officers, but they were still moving around.”

Jabbar drove a white Ford F-150 Lightning EV down Canal Street, turned onto Bourbon Street and passed a NOLA police vehicle.
Officials confirmed that Jabbar had attached an ISIS flag to the truck he was driving through the crowd.
“An ISIS flag was found inside the vehicle, and the FBI is investigating whether the subject may have ties to a terrorist organization,” the FBI said.
Mr. Jabbar, who the FBI believes did not solely cooperate in the horrific attack, grew up in Texas and served in the U.S. Army.
A firearm and pipe bomb were also found inside the vehicle, according to a Louisiana State Police information bulletin obtained by The Associated Press.
The bulletin said the devices were hidden inside a cooler and wired for remote detonation, and a corresponding remote control was found inside the vehicle.
The FBI said other potentially explosive devices were located in the French Quarter.
Surveillance camera footage showed three men and a woman planting one of several improvised explosive devices, an intelligence bulletin said.
The electric car was rented by Jabbar through the Turo app, a car-sharing company registered to a 42-year-old Houston man.
