NATO has promised to “significantly strengthen our deterrence and defense capabilities” as the alliance adopts a “new strategic concept”, with a warning to Russia that it must withdraw from Ukraine “immediately”.
Leaders of the 30-member rally gathered in Madrid to discuss the war in Ukraine, support for Kiev, and how to defeat Russian President Vladimir Putin.
They also seek to review NATO’s strategies and stimulate forces.
By drawing up a blueprint for threats and challenges, the alliance promised to defend “every inch” of its territory, as it outlined a “deterrence and defense position” based on a mix of “nuclear, conventional and missile defense capabilities”.
Beyond Russia described its newly published Strategic Concept China as a challenge to “our interests, security and values” – and said that Beijing “strives to break the rules-based international order, including in space, cyber and maritime domains”.
NATO Secretary General Jens Stoltenberg said that the concept represented “fundamental shifts in our defense” and that it was the “first time since the Cold War” that such plans were in force.
Among the announcements are plans to:
• Strengthen forward defenses
• Improve presence on eastern flank
• Increase the number of forces with high willingness to well over 300,000
• Boost ability to strengthen any ally
• Strengthen command and control
The leader of Ukraine, President Volodymyr Zelenskyy, described the summit as “crucial and groundbreaking” and said: “Today is really the beginning of a new history.
“In a time of (an) extremely aggressive Kremlin, the world needs an extremely daring alliance,” he added.
But Mr Zelenskyy warned: “You are now adopting the Alliance’s strategy – and this is first and foremost a strategy for the security of your societies, your states. Strategy for 10 years.
“One hundred and twenty-six days of full invasion of Ukraine. Cruise missiles, torture, children murdered, women raped … We are not 10 years old. Do you have them? Are you really sure?”
He continued: “While democracies call on the Russian leadership to have reason and morality, Russia is gathering power and missiles. You, the democratic leaders have encouraged it to respect international law, but tyrants understand power. And only power.”
Mr Zelenskyy said he was looking forward to a common victory, but said other states could be fired upon by Russia, and if that happened it would be “our common failure”.
Speaking about Russian aggression, he continued: “It does not want to stop in Donbas or somewhere in the south of Ukraine, it wants to take city after city, all of us, and then all of us in Europe, which the Russian leadership considers its property, no independent states.This is the real goal of Russia.
“The question is – who’s next for that? Moldova? Or the Baltic countries? Or Poland? The answer is – all.”
